Its a popular animation technique where you ‘delete’ the previous frame and draw again on the same ‘canvas’.
Done quite a few times on a piece of paper with a pencil, take frame, erase with an eraser and then draw next one on top. The leftover marks from the roughly erased previous frames make the style of this type of animation.

In the above example, they white painted the previous frame over.

Same idea, different medium (BIGGER, for the least)
